For elementary special education students, start their literacy goals with sight words. Sigh word goals can begin with picture identification and record this on their data sheet. The next step is to do picture and word identification. You can then fade the picture out and just use functional sight words in special education. Another IEP goal is to match the picture and word. Grade level sight word goals are for students who work on grade level and spend more time in the general ed setting.
